According to the People for the Ethical Treatment of Animals (PETA), a company is considered cruelty-free due to their commitment to manufacturing products without harming any animals and that neither they nor their ingredient suppliers conduct, commission or pay for any tests on animals for ingredients, formulations, or finished products.
